There seem to be no restrictions on maximum amounts of IHG One Rewards that you transfer to other members. You can transfer points in 1,000 increments for $.005 per point. ($5.00 per 1,000 points.)

IHG Diamond Elite members can transfer up to 500,000 points per calendar year to other members without paying the fee.
